Your boss probably thought that you were never going to pass. Did you get anything in writing and is passing the CCNA relevent to your job role or was it just a personal goal? Did you specify how much extra you would be getting once you passed or was it left as just a 'pay raise' with an unspecified dollar amount?

I will guess that having the CCNA is necessary for your current role and is a benefit to your company.

I'm afraid it all comes down to leverage, your boss has the power to give you the extra money. You have three options here. First, write a note to your boss asking for a meeting to discuss the agreed pay raise. You can express your disappointment and ask him to reconsider. Make a list of the benefits to the company and give clear and concise examples of how much time and money they will now save with you having the CCNA.

Second, the above probably won't work if your boss is the sort of person who makes promises and breaks them. You should immediately look for another job or better still a freelance contract. When you have a firm offer (IN WRITING) you have the leverage. Go back to your boss with the offer and ask for the agreed pay rise. If he again refuses you have the option to hand your notice in and go to the better paying role. I really do think in the current economic climate IT people should be moving jobs every 18 months.

Lastly, you could always do nothing. Suffer in silence and let your boss walk all over you.
